Η κατάργηση των θεωρήσεων εισόδου μετά από 10ετείς διαπραγματεύσεις Κιέβου - Βρυξελλών αναμένεται να αυξήσει 30% την επιβατική κίνηση στα αεροδρόμια
ΔΙΑΦΉΜΙΣΗΧωρίς βίζα μπορούν πλέον να διεξάγονται τα ταξίδια από την Ουκρανία προς τα κράτη – μέλη της Ευρωπαϊκής Ένωσης και αντιστρόφως, είτε πρόκειται για επαγγελματικά ταξίδια είτε για αναψυχής.
Η Ιρίνα Λέβκο από το Κίεβο ετοιμάζει βαλίτσες, Ο μόλις δύο ετών γιος της έχει ένα πρόβλημα υγείας από την ημέρα που γεννήθηκε, που μπορεί να αντιμετωπιστεί μόνο σε ειδικά θεραπευτικά κέντρα στην Ευρωπαϊκή Ένωση. Η οικογένεια έχει ταξιδέψει επτά φορές μετά την γέννησή του παιδιού σε χώρες όπως η Γερμανία, η Τσεχία και η Βουλγαρία. Κάθε φορά η οικογένεια ακολουθούσε την ίδια γραφειοκρατική διαδικασία για την έκδοση βίζας, κάτι που όμως δεν χρειάζεται για το νέο τους ταξίδι στην Πολωνία.
«Μέχρι τώρα έπρεπε να ετοιμάσουμε τόσα πολλά έγγραφα για να βγάλουμε βίζα. Θέλανε τη φορολογική μας δήλωση, βεβαιώσεις από τους εργοδότες μας. Τώρα δεν έχουμε κανένα εμπόδιο, αν πρέπει να πάμε, ετοιμάζουμε τις αποσκευές και φεύγουμε», λέει η Ιρίνα. μητέρα του 2χρονου αγοριού.
Από το πρωί της Κυριακής, μετά από σχεδόν μια δεκαετία διαπραγματεύσεων ανάμεσα σε Κίεβο και Βρυξέλλες, διεξάγονται χωρίς βίζα τα ταξίδια από την Ουκρανία προς χώρες – μέλη της ΕΕ και αντιστρόφως, αρκεί οι ταξιδιώτες να είναι κάτοχοι των νέων βιομετρικών διαβατηρίων.
«Αναμένουμε αύξηση 30% σε σχέση με τώρα στην επιβατική κίνηση, αν κρίνουμε από τον αριθμό βιομετρικών διαβατηρίων που έχουν λάβει ουκρανοί πολίτες μέχρι στιγμής. Μιλάμε για 4 εκατ. διαβατήρια», αναφέρει εκπρόσωπος της ουκρανικής συνοριοφυλακής.
Η κατάργηση της βίζας αφορά ταξίδια διάρκειας μέχρι και 90 ημερών, για αυτό οι αρχές έχουν δικαίωμα να ελέγχουν και τα εισιτήρια επιστροφής όσων ταξιδεύουν. Επίσης, αφορούν ταξίδια είτε για ιατρικούς λόγους είτε για επαγγελματικούς είτε για τουρισμό. Μάλιστα, από τους πρώτους που έσπευσαν να επωφεληθούν ήταν κάποιοι φίλαθλοι της Εθνικής Ουκρανίας, που ταξίδεψαν αυθημερόν στο Ελσίνκι προκειμένου να ενισχύσουν την ομάδα τους στον αγώνα με την Φινλανδία για τα προκριματικά του Μουντιάλ.

From today (June, 11) Ukrainians can enjoy travelling to Europe without visas. The EU borders are now open for those Ukrainian citizens who hold a biometric passport and go to the EU for business, tourism or family purposes.
Irina Levko from Kyiv bought tickets for the very first day of visa-free travel. The woman has some serious reasons for visiting Europe. Her two-year old son Stepan is disabled (arrested development; he still has no precise diagnosis). And for the last two years, since Stepan was born, the family has travelled to the EU seven times: mostly, to Germany, the Czech Republic and Bulgaria – to get a medical consultation. Now their destination is Poland (the aim is the same). Irina says: visa-free regime has become a true relief for her, because previously the family had to apply for three visas at once (mother, father and Stepan), so they spent weeks to collect all the necessary documents and spent hours standing in queues at embassies.
The agreement on visa-free regime has come after years of tough talks between Ukraine and Europe. The first negotiations began in 2008, but the green light was given by the EU only in 2015 – after Kyiv has succeeded in the reforming process. The officials of the State Border Guard of Ukraine say: they expect a significant growth of those who would like to enjoy all the privilege of free access to Europe.
However, ‘no visas’ doesn’t mean ‘no rules’. Ukrainian holders of biometric passports are authorised to enter the EU only for up to 90 days during a 180 day-period. Travellers will not be permitted to work or reside in EU member states. The visitors may be also asked (by the EU states Border Control) to show their return tickets, hotel bookings or savings. Experts state: during the first months of visa-free regime the percentage of refusals of entry might still be high. It will refer mainly to those Ukrainians who previously were deported from the EU.
At the same time, experts don’t think there are some potential risks for Europe. They don’t expect a large number of people to stay in the EU illegally or to apply for a refugee status. Oleksandr Sushko, research director of Institute for Euro-Atlantic Cooperation says: even when there was an escalation of the war conflict in Donbas (east of Ukraine) and a lot of people were affected, not so many Ukrainians tried to enter and to stay in the EU. So, they don’t expect this will happen now.
However, if there are any serious migration or security issues with Ukraine in future, the EU has a suspension mechanism that can allow member states to halt the scheme.
The visa-free travel regime between the European Union and Ukraine will exclude both Ireland and the United Kingdom.
